The city is rotting, everyone panicking about some virus, and the game basically asks: what if the only person with real power left is a horny bastard with a mayor badge and zero supervision. That’s the core fantasy here. You’re not just “ordering people around”, you’re shaping a half-dead town into your own private playground, where moral rules slide away quicker than a cheap skirt in a locked office. The funny thing is, it actually tries to make you choose, like you can be this responsible, caring leader, but every menu option is winking at you with “or you could fuck everything up on purpose.” I tried to be nice for maybe fifteen minutes, then the first time I saw a scene where a former model is forced to “boost public morale” in front of a webcam, I was like: yeah, okay, this is not a UNICEF simulator.
The game leans hard into exhibitionism and voyeur scenes, which kind of makes sense for a collapsing city. People are broke, scared, and suddenly you show up with food, medicine, and total legal power. Guess what they’re willing to do for a ration card. The best bits are when you set up those public “events”. You pick conditions, approve a new law that sounds pretty neutral, and then the next day the game hits you with a CG of a girl pinned over a podium, face twisted in that stupid ahegao expression, crowd watching, phones out. There was one moment where I used my “emergency powers” to make “health checks” mandatory, and of course it turned into an anal inspection line in the central square. Completely ridiculous and also exactly the kind of corrupt porn logic that weirdly fits the tone. It’s not realistic, but it feels consistent with itself. Corruption is not just a meter, it bleeds into the way characters talk to you, the way they stop arguing and start performing. When one of the proud lesbian characters who first told me to “go fuck your own ass, Mr. Mayor” ended up crawling under my desk between meetings, it actually felt earned. Terrible word to use here, but yeah, I had slowly cornered her with legal traps and fake “safety zones”, and the game paid that off with a long oral scene that was more humiliation than romance. And somehow, it still lets you pretend you’re doing it “for the city”.
What I liked a lot is how the harem aspect doesn’t feel like a clean row of trophies. It’s messy. Characters overlap, cheat on each other with you, or with someone you promoted. You tell yourself you’re keeping them safe, but then you absolutely send one girl out on patrol in a transparent “protective suit” just to unlock a new voyeur CG where some survivors watch her through a broken apartment window. The sex itself goes all over the place: anal punishments for girls who disobey curfew, oral “interviews” in the city hall, paranormal events where some infected people start showing weird powers and suddenly you’re being pinned to the wall by a tiny girl who shouldn’t be that strong, forcing your face between her huge tits while the scene text pretends this is all in the name of “testing mutations”. I’m not even talking about the superpower thing properly, but there’s this vibe that the more you abuse your authority, the more the city warps around you, like everyone is slowly hypnotized into your personal harem cult. And in the middle of all this, the game will casually throw a choice like “sign this law to protect citizen privacy?” and I just laughed, because five minutes earlier I literally watched a livestream of two lesbians fucking on the ruined city hall balcony as an “official public broadcast”. This thing is not subtle, but it does know exactly what kind of filth it wants you to be.
